Happy 2011! Confusion

Non avrei mai pensato che il mio 2010 si sarebbe concluso con il deposito ai Carabinieri di un esposto per salvare la funzionalità del nostro ospedale.

Eppure è andata così, a chiusura - almeno per quest'anno - di un lungo periodo che mi ha visto concentrato sulla questione sanità in più ruoli , tutti complementari: cittadino, politico, professionista...

Cosa accadrà tra due settimane non posso prevederlo. So solo che è stato grazie a questo impegno - non da tutti riconosciuto ma i cui risultati sono, invece, a disposizione e vantaggio proprio di tutti - che le sorti della nostra comunità sono state , almeno per il momento, modificate .

E' stato un po' come cambiare il corso di una storia che sembrava segnata e tornare a sperare.

Ho già detto che sarebbe stato meglio se su questa partita si fosse andati uniti e ho detto anche perchè questo non è stato possibile.

The decree concerns
new building works (new buildings and on the existing interventions) to be completed in order to minimize or reduce sound transmission by air, noise or impact noise from internal systems to 'building.
Excluding construction for agricultural, commercial, industrial, premises and public buildings intended for entertainment, workplaces, hospitals and communal areas with plant sound masking.
The measure will take effect even if they are not issued the criteria for the design, implementation and restructuring of the building and construction of transport infrastructure. These criteria will be adopted by a ministerial decree (expected at 'art. 3, paragraph 1, letter f) of Act Oct. 26, 1995, n. 447), according to the Community Law 2009, will arrive later.
The acoustic classification will be mandatory, as of December 31, 2011 for new buildings, while existing ones will be necessary only in case of litigation or a deed of sale. The new legislation must be enacted by July 2010 , as required by Law 46/2010 which amended Law 88/2009 .

Risparmio energetico e fonti rinnovabili: nuovo ddl al Senato

[...] L’articolo 5 prevede, al comma 1, che negli edifici di nuova costruzione e in quelli sottoposti a ristrutturazioni radicali, almeno il 50% del fabbisogno energetico provenga da impianti alimentati da fonti rinnovabili (fatti salvi i limiti conseguenti da vincoli ambientali, paesaggistici o relativi alla salvaguardia dei beni culturali), e al comma 2, che tutti gli edifici di proprietà pubblica siano sottoposti entro 12 mesi dalla data di entrata in vigore della legge ad audit energetico-ambientale che ne accerti il rendimento energetico e definisca costi e tempi di ammortamento degli interventi necessari a portare i consumi di energia primaria entro gli indici di prestazione energetica attualmente in vigore.

L’articolo 6 prevede che nei nuovi edifici e negli edifici sottoposti a ristrutturazioni radicali, vengano adottati standard avanzati di risparmio idrico, utili anche a ridurre i consumi energetici.
Ricordiamo che a gennaio 2011 i Comuni dovranno inserire nei propri regolamenti edilizi l’obbligo di dotare le unità abitative e gli edifici industriali di nuova costruzione di impianti di energia da fonti rinnovabili in grado di garantire una produzione di almeno 1 kW. La scadenza era stata fissata al 1° gennaio 2009, poi differita al 1° gennaio 2010 e infine slittata al 1° gennaio 2011. [...]

1) Il preliminare d'acquisto dell'immobile deve essere successivo al 06 Aprile 2010;
2) L'acquirente deve farsi dare dal costruttore l'attestato di certificazione energetica dell'immobile;
3) Entro 20 giorni dalla data di stipula del contratto definitivo di vendita, il costruttore/venditore dell'immobile effettua la prenotazione degli incentivi;
