Arriveranno a breve sul tavolo del Council of Ministers of the two measures on noise inquinament. This is a legislative decree on the classification of the acoustic requirements of buildings and a Decree on noise standards.

new building works (new buildings and on the existing interventions) to be completed in order to minimize or reduce sound transmission by air, noise or impact noise from internal systems to 'building.
Excluding construction for agricultural, commercial, industrial, premises and public buildings intended for entertainment, workplaces, hospitals and communal areas with plant sound masking.
The measure will take effect even if they are not issued the criteria for the design, implementation and restructuring of the building and construction of transport infrastructure. These criteria will be adopted by a ministerial decree (expected at 'art. 3, paragraph 1, letter f) of Act Oct. 26, 1995, n. 447), according to the Community Law 2009, will arrive later.
The acoustic classification will be mandatory, as of December 31, 2011 for new buildings, while existing ones will be necessary only in case of litigation or a deed of sale. Will also mandatory in case of restructuring aimed at changing the components and techniques that can affect the sound quality living environment.
The decree provides that the sound quality is ensured through close monitoring of all phases of design and construction of the building process. The real noise will be defined with class work is completed and checks acoustic classification of the building units of new buildings will be included in the act of buying and selling, like the energy performance certificate.
For the conditions and criteria for noise classification, evaluation and verification of the acoustic noise requirements, the decree refers to the standard UNI 11367/2010 , just published.
From 1 January 2014 will be required to ensure the minimum level of comfort, defined by the class II ol'agibilità for the habitability of housing units. Also in the acoustic design of the facades will need to meet certain requirements, taking into account the acoustic zoning of the municipality and the relevant sections of the transport infrastructure in order to ensure the targeted level of acoustic comfort inside the buildings. Hospitals, schools and similar structures must meet specific limits. Even in this case the value limit dell''isolamento facade is defined according to the municipal noise classification.

noise, which will amend the Law 447/1995 , and Decree No. 194/2005 , aims to reorganize the existing rules on noise pollution, coordinating national and EU legislation. They covered the "action plans" and "plans for containment and noise abatement" in specific cases of environmental impact on the landscape: it is regulated access to the acoustic classification plan and the local municipal plan for noise.
The decree provides for the establishment, at Ispra, the National Cadastre of noise sources, whose organizational arrangements will then be defined by the Minister of the Environment.
The new legislation must be enacted by July 2010 , as required by Law 46/2010 which amended Law 88/2009 .
